Candidates for Precinct/State Committeeperson
103.091 Political parties.—
(4) Any political party other than a minor political party may by rule provide for the membership of its state or county executive committee to be elected for 4-year terms at the primary election in each year a presidential election is held. The terms commence on the first day of the month following each presidential general election; but the names of candidates for political party offices may not be placed on the ballot at any other election.
106.0702 Reporting; political party executive committee candidates.—
(1) An individual seeking a publicly elected position on a political party executive committee who receives a contribution or makes an expenditure shall file a report of all contributions received and all expenditures made. The report shall be filed on the 4th day immediately preceding the primary election.
If you are a Precinct/State Committee Candidate and need to file this report, it is your responsibility to contact the elections office to receive a login and password.
Late reports are subject to automatic fines.
(7)(a) A reporting individual who fails to file a report on the designated due date is subject to a fine, and such fine shall be paid only from personal funds of the reporting individual. The fine shall be $50 per day for the first 3 days late and, thereafter, $500 per day for each late day, not to exceed 25 percent of the total receipts or expenditures, whichever is greater. The fine shall be assessed by the supervisor, and the moneys collected shall be deposited into the general revenue fund of the political subdivision.
Precinct / State Committee Men & Women do not file the DS DE 9 Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates
Precinct / State Committee Men and Women run in presidential years. They qualify at the same time county offices qualify.
The only qualifying form they file is:
DS-DE 305A - For: State Committeemen and Committeewomen
Not allowed in Monroe County DS-DE 305 B - District Committeemen and Committeewomen For counties divided into 40 or more precincts, the state executive committee may adopt a district unit of representation for such county executive committees.
DS-DE 305C - For: Precinct Committeemen and Committeewomen

SECTION 2.
The state committeemen and state committeewomen shall be elected at County Democratic Executive Committee organizational meetings from among those members who are elected from the precinct level. The term of office shall be four (4) years.

1.1.3 Optional Precinct System: In a county consisting of fewer than two hundred (200) precincts, the elected membership of the county Democratic Executive Committee shall consist of a man and a woman from each precinct who are registered Democrats, and who reside in, are registered to vote in, and are elected from the precinct they are to represent. Should the voter registration of any precinct exceed one thousand (1,000) as of January 1 of a year in which qualifying for election to county Democratic Executive Committee occurs, the county Democratic Executive Committee may, by amendment to its Bylaws, and upon immediate notification to the Supervisor of Elections of that county by confirmed communication method, and upon immediate notification to the State Chair by confirmed communication method, elect an additional one (1) man and one (1) woman to represent all such precincts. They shall be elected by a plurality vote on the first primary ballot of each Presidential election year. At any time a precinct totals one thousand (1,000) registered voters or when new precincts are created, additional county Democratic Executive Committee positions shall be created. Such positions shall be filled by the county Democratic Executive Committee according to its procedures for filling vacancies.

RULE 11 - Election of State Committeemen and Women; Role and Responsibilities A. Each county shall elect one man and one woman to serve as StateCommitteeman and State Committeewoman from that county. Candidates for State Committeeman and State Committeewoman shall qualify for office in accordance with Section 103.091 Florida Statutes. State Committeemen and State Committeewomen shall be elected for four-year terms which shall commence on the first day of the month following each Presidential general election (December 1).

RULE 5 - Election of Precinct Committeemen and Women A. (1) Each precinct within each county shall, except as otherwise provided inthis rule, the party constitution, or state law, elect one man, who is a registered Republican, and one woman, who is a registered Republican, to serve as Precinct Committeeman and Precinct Committeewoman. However, any precinct with a total registration equal to or greater than 1000 registered voters shall be entitled to an additional Precinct Committeeman and Precinct Committeewoman for every increment of 1000 registered voters in the precinct, who shall serve for the full term of the office regardless of change in precinct population.
(2) The number of registered voters shall be determined at or just priorto the commencement of the qualifying period for such office as shown by the most recent voter registration records of the Supervisor of Elections in such County
